What does the "Out of Stock Point" mean/do?

We're trying to figure out more complex backorder options. What does this mean and how can we use it? Thanks!

The Out of Stock Point is meant to be used as a buffer for companies that take phone and web orders. You could set a number like 2, so that if phone orders came in at the same time as web orders, it wouldn't automatically make you over-order a product.
